3 फरवरी को होगा राजीव गांधी भूमिहीन कृषि मजदूर न्याय योजना का शुभारंभ
बस्तर के डोम में विकास गाथा के साथ धार्मिक परम्पराएं भी देखने को मिलेगी
नवा रायपुर में बनने वाले सेवाग्राम पर भी प्रदर्शनी

छत्तीसगढ़ सरकार अपनी जनकल्याणकारी योजनाओं की कड़ी में एक और महत्वपूर्ण योजना आगामी 3 फरवरी को शुरू करने जा रही है। ग्रामीण मजदूर वर्ग के लिए लॉन्च की जा रही इस योजना को ‘‘राजीव गांधी भूमिहीन कृषि मजदूर न्याय योजना’’ नाम दिया गया है। इसका शुभारंभ सांसद श्री राहुल गांधी के मुख्य आतिथ्य में राजधानी रायपुर के साइंस कॉलेज मैदान में आयोजित समारोह में किया जाएगा। इसके साथ ही ‘‘राजीव मितान क्लब योजना’’ के तहत राशि का आवंटन किया जाएगा। वहीं वर्धा की तर्ज पर नवा रायपुर में बनने वाले सेवा ग्राम की आधारशिला रखी जाएगी। इस समारोह के लिए तैयारी जोर-शोर से चल रही है। इस पूरे आयोजन के दौरान साइंस कॉलेज मैदान में विभिन्न स्टॉलों के जरिए छत्तीसगढ़ के विकास की झलक देखने को मिलेगी
गौरतलब है कि छत्तीसगढ़ में नई सरकार के गठन के बाद ‘‘न्याय रू सब्बो बर-सब्बो डहर’’ के ध्येय को लेकर काम शुरू किया गया। राज्य सरकार सबसे पहले किसानों के लिए न्याय की योजना ‘‘राजीव गांधी किसान न्याय योजना’’ लेकर आयी, जिससे किसानों को उनकी लागत की उचित कीमत मिले। ‘राजीव गांधी किसान न्याय योजना’ के जरिए किसानों को फसल विविधीकरण एवं उत्पादन व उत्पादकता को बढ़ाने के लिए आदान सहायता (इनपुट सब्सिडी) के रूप में बड़ी धनराशि दी जा रही है। वहीं ‘गोधन न्याय योजना’ लागू कर राज्य सरकार गौपालकों, किसानों से दो रुपए प्रति किलो की दर से गोबर की खरीदी कर उन्हें सीधा लाभ दे रही है। इस योजना में खरीदे गए गोबर से गौठानों में वर्मी कम्पोस्ट और सुपर कम्पोस्ट जैसे उत्पाद बनाए जा रहे हैं, जिससे जैविक कृषि को बढ़ावा देने की दिशा में काम हो रहा है। साथ ही स्व-सहायता समूहों की महिलाओं व उनके परिवार को आर्थिक संबलता और समृद्धि मिल रही है। अब ‘न्याय’ की कड़ी में अब ग्रामीण भूमिहीन कृषि मजदूर परिवार के लिए ‘न्याय’ मिलने जा रहा है, जिसमें ग्रामीण भूमिहीन कृषि मजदूर परिवार को प्रति वर्ष 6 हजार रुपए की आर्थिक मदद राज्य सरकार की ओर से दी जाएगी। इसके लिए अनुपूरक बजट में 200 करोड़ रुपए का प्रावधान किया गया है। इस योजना का शुभारंभ सांसद श्री राहुल गांधी की मौजूदगी में होगा। कार्यक्रम में सांसद श्री राहुल गांधी योजना के पात्र 3 लाख 55 हजार भूमिहीन कृषक मजदूरों को डीबीटी के माध्यम से सीधे उनके बैंक खातों राशि अंतरण करेंगे।
रायपुर के साइंस कॉलेज मैदान में आयोजित होने वाले इस कार्यक्रम स्थल पर सात डोम होंगे। मुख्य डोम में मुख्य कार्यक्रम होगा, जिसमें वे ‘‘राजीव गांधी भूमिहीन कृषि मजदूर न्याय योजना’’ का शुभारंभ करेंगे। इन डोमों में अलग-अलग जिलों द्वारा छत्तीसगढ़ में विकास गाथा को दर्शाती प्रदर्शनी लगाई जाएगी। जहां शासन की प्रमुख योजनाओं को प्रदर्शित किया जाएगा। साथ ही फ्लैगशिप योजनाओं को विभिन्न मॉडलों के माध्यम से दिखाया जाएगा।
सेवा ग्राम की आधारशिला रखी जाएगी, लगेगी प्रदर्शनी –
देश की आजादी के 75 वर्ष पूर्ण होने पर महात्मा गांधी की ग्राम-स्वराज की संकल्पना को अक्षुण्ण बनाए रखने के लिए छत्तीसगढ़ के नवा-रायपुर में भी वर्धा की तर्ज पर सेवा-ग्राम की स्थापना की जा रही है। इसके लिए नवा-रायपुर में 75 एकड़ जमीन चिन्हांकित की गई है। सेवा ग्राम में देश की आजादी की लड़ाई के मूल्यों, सिद्धांतों, आदर्शों को भी रेखांकित किया जाएगा। सांसद श्री राहुल गांधी 03 फरवरी को साइंस कॉलेज रायपुर में आयोजित कार्यक्रम में इस सेवा ग्राम की आधारशिला रखेंगे। इस दौरान कार्यक्रम स्थल पर सेवा ग्राम से संबंधित प्रदर्शनी लगाई जाएगी।
बस्तर का डोम होगा आकर्षण का केन्द्र –
छत्तीसगढ़ का प्रमुख हिस्सा बस्तर की बात करें वहां पर बस्तर संभाग के विभिन्न जिलों की उपलब्धियों को दर्शाने के लिए एक डोम बनाया जा रहा है। इस डोम में प्रवेश द्वार पर वैश्विक ब्रांड बन चुके डेनेक्स का स्टॉल होगा। वहीं डोम के चारों ओर बस्तर में विश्वास, विकास और सुरक्षा के ध्येय को लेकर काम को शिक्षा, पुलिस प्रशासन, स्वास्थ्य, सुपोषण, कृषि, वनोपज व हर्बल उत्पाद, उद्यानिकी और कलागुड़ी के स्टॉल में दर्शाया जाएगा। बस्तर के डोम के केन्द्र में धार्मिक आस्था को मनोरम अंदाज में दर्शाते देवगुड़ी का मॉडल देखने को मिलेगा, जिसके अग्र भाग में आंगा को विराजित किया जाएगा।
