रायपुर : राज्य के सूचना आयुक्त श्री मोहन राव पवार ने आज ठाकुर प्यारेलाल पंचायत एवं ग्रामीण विकास संस्थान, निमोरा में आज पांचवे बैच में नवनिर्वाचित पंचायत प्रतिनिधियों को प्रशिक्षण देने मास्टर ट्रेनर्स के 5 दिवसीय प्रशिक्षण के समापन अवसर पर कहा कि जन सूचना अधिकारी, सूचना का अधिकार अधिनियम का मेरूदण्ड हैं। जनसूचना अधिकारी अधिनियम के तहत प्राप्त आवेदनों को स्वयं पढ़े और सकारात्मक सोच से कार्य करें, इससे गलती की संभावना कम होगी। उन्होंने कहा कि जानकारी देने की समय-सीमा और शुल्क निर्धारित कर जानकारी उपलब्ध कराने आवेदक को पत्र अवश्य दें। उन्होंने कहा कि शुल्क के रुप में संलग्न स्टाम्प छत्तीसगढ़ राज्य का है तभी स्वीकार करें अन्य राज्य के होने पर और किस प्रयोजन के लिए खरीदा गया इसको ध्यान से देखकर स्टाम्प सूचना का अधिकार से संबंधित आवेदन के लिए नहीं है, तो अमान्य करते हुए वापस कर दें। श्री पवार ने कहा कि प्रशासन को पारदर्शी और जवाबदेही बनाना सूचना का अधिकार का मूल उद्देश्य है। उन्होंने कहा कि हर नागरिक को सरकारी गतिविधियों को जानने का मौलिक अधिकार है। विभिन्न विषयों की जानकारी मांगने पर केवल एक ही बिन्दु की जानकारी दी जाएगी अथवा विशिष्टता का उल्लेख करने कहें, जिससे जानकारी समय सीमा में दी सके। राज्य सूचना आयुक्त श्री पवार ने कहा कि सूचना का अधिकार अधिनियम आम जनता की भलाई के लिए बनाया गया है। नागरिकों के द्वारा शासकीय योजनाओं, कार्यक्रमों और कार्यों की जानकारी मांगने पर निर्धारित समय सीमा में आवेदक को जानकारी उपलब्ध कराने का दायित्व हमारा है। शासकीय कार्यों, दस्तावेजों और कार्यक्रमों को विभागीय वेबसाईट में प्रदर्शित करें, ताकि आम नागरिक को सूचना का अधिकार अधिनियम के तहत आवेदन लगाने की जरूरत ही ना पड़े। सूचना आयुक्त श्री पवार ने कहा कि सूचना का अधिकार अधिनियम 2005 आम जनता की भलाई के लिए है। उन्होंने कहा कि सरकारी गतिविधियों को पूर्णत: पारदर्शी बनाना है और आवेदक को समय-सीमा के भीतर जानकारी दें अन्यथा निर्धारित समय-सीमा 30 दिन के बाद आवेदक को नि:शुल्क जानकारी देनी होगी। श्री पवार ने कहा कि जनसूचना अधिकारी इसकी महत्वपूर्ण कडी है, किन्तु जनसूचना अधिकारी द्वारा जानबूझकर आवेदक को जानकारी नहीं देने पर अथवा गलती करने पर जनसूचना अधिकारी को दंडित करना जरूरी हो जाता है। ऐसी स्थिति से जनसूचना अधिकारी को बचना चाहिए। राज्य सूचना आयुक्त श्री पवार ने कहा कि हर नागरिक को सरकारी गतिविधियों को जानने का मौलिक अधिकार है। सूचना का अधिकार अधिनियम सरकार के कार्यो को पारदर्शी बनाना है। राज्य सूचना आयोग के संयुक्त संचालक श्री धनंजय राठौर ने कार्यशाला में स्पष्ट किया कि जनसूचना अधिकारी समय सीमा में आवेदक को जानकारी उपलब्ध कराने में असमर्थ है तो आवेदक प्रथम अपीलीय अधिकारी के पास अपील कर सकता है और निर्णय देने के बाद उसे समय सीमा में कार्यान्वित कराना प्रथम अपीलीय अधिकारी का दायित्व है। उन्होंने मास्टर ट्रेनर्स से कहा कि जनसूचना अधिकारी को आवेदक सूचना का अधिकार के तहत आवेदन प्रस्तुत करता है, तो आवेदन पत्र को ध्यान से पढ़े, आवेदन पत्र में एक से अधिक विषय की जानकारी चाही गई है, तो केवल एक विषय की जानकारी आवेदक को दी जा सकती है। इसी तरह सशुल्क जानकारी देने की स्थिति पर शुल्क की गणना भी आवेदक को दी जाए और आवेदक द्वारा शुल्क जमा करने के पश्चात् ही वांछित जानकारी की फोटोकॉपी उपलब्ध कराई जाए। श्री अग्रवाल ने कहा कि आवेदक को जानकारी देते समय जनसूचना अधिकारी का नाम, पदनाम का भी स्पष्ट उल्लेख किया जाना चाहिए। श्री राठौर ने कहा कि यदि आवेदक द्वारा चाही गई जानकारी आपके कार्यालय से संबंधित नहीं है, तो उसे संबंधित कार्यालय को 5 दिवस के भीतर आवेदन पत्र को अंतरित किया जाए। उन्होंने कहा कि शासन और प्रशासन को पारदर्शी बनाने के लिए ही सूचना का अधिकार अधिनियम बनाया गया है। उन्होंने कहा कि द्वितीय अपील में प्रकरण आने के बाद आवेदक को जानकारी उपलब्ध नहीं कराए। आयोग के पत्रों का जवाब अवश्य दें और आयोग के निर्णय का पालन करते हुए जवाब अवश्य दें। जन सूचना अधिकारी अधिनियम के नियमों और उनकी बारीकियों को समझ सकें, इसलिए इस कार्यशाला का आयोजन किया गया है। सूचना का अधिकार अधिनियम 2005 की विस्तृत जानकारी दी गई और प्रोजेक्टर के माध्यम से प्रदर्शित किया। ठाकुर प्यारेलाल पंचायत एवं ग्रामीण विकास संस्थान, निमोरा में राजनांदगाँव, कवर्धा, रायगढ़, सहित बस्तर संभाग के जिले के पंचायतों के 67 मास्टर ट्रेनर्स भाग ले रहे हैं
