विधायक अरुण वोरा ने शिक्षा का अधिकार के तहत स्कूलों में प्रवेश पाने वाले बच्चों के स्कूल छोड़ने के मुद्दे पर सरकार का ध्यान आकृष्ट कराया उन्होंने इस संबंध में सरकार द्वारा ऐसे नियामक आयोग का गठन करने की मांग की जिसमें शिक्षण शुल्क सरकार द्वारा वहन किए जाने के बावजूद ड्रेस व किताबों आदि के लिए निजी स्कूलों द्वारा की जा रही मनमानी फीस पर भी लगाम लगाया जा सके उन्होंने विधानसभा में स्कूल शिक्षा विभाग में लगाए गए अपने प्रश्न के उत्तर का हवाला देते हुए कहा कि प्रदेश में शिक्षा के अधिकार आरटीई के तहत बस 2012 -13 से वर्ष 2019- 20 तक लगभग 3लाख छात्र-छात्राओं ने प्रदेश के 6हजार से अधिक स्कूलों में प्रवेश लिया किंतु पिछले 8 वर्षों में 15 हजार से अधिक बच्चों को पढ़ाई छोड़नी पड़ती में दाखिल बच्चों का खर्च सरकार उठाती है लेकिन निजी स्कूल यूनिफार्म और काफी किताबों के नाम पर इतनी रकम की मांग करते हैं कि वह बच्चों को पढ़ पाना संभव नहीं होता है आरटीई के तहत प्रवेश लेने वाले बच्चों को प्राइमरी क्लास में ₹7 हजार मिडिल क्लास में ₹12 हजार वार्षिक खर्च किए जाते हैं आरटीई में दाखिल बच्चे अगर स्कूल छोड़े तो प्रबंधन को उसकी निवारी जिला शिक्षा अधिकारी को देनी होती है लेकिन हजारों बच्चों के पढ़ाई छोड़ने के बावजूद जिला शिक्षा अधिकारी के पास गिनती की रिपोर्ट पहुंचती है इसमें कहीं न कहीं प्रबंधन की लापरवाही और शिक्षा को व्यवसाय की दृष्टि से किया जा रहा है
