गरियाबंद जिला खनिज विभाग के अफ़सर ने तो बकायदा कृषि ज़मीन पर ही भंडारण करने की एनओसी जारी कर दी है। जबकि गौण खनिज भंडारण अधिनियम के तहत प्रवर्तित (डायवर्सन)भूमि पर ही रेत भंडारण के लिए पात्रता होगी और कई जगह पंचायत के अंतर्गत शासकीय जमीन पर भी भंडारण हो रहा है। किन्तु यहाँ पदस्थ अफ़सर अपनी मनमर्जी से नियम तय कर रहे हैं।
पूरा माज़रा यह है कि बारिश काल में 15 जून से 15 अक्टूबर तक प्रदेश के समस्त रेत खदानों में शासन के निर्देशानुसार रेत खनन व परिवहन पर बैन लगा हुआ है।
शासन के नियमों को चैलेंज करतर हुए रेत माफियाओं के इशारों पर खनिज अफ़सर व जिला प्रशासन के मुखिया खुद का कानून फॉलो कर रहे है।

सबसे मजेदार बात तो यह है कि जिले के बड़े अफसर भी खनिज विभाग के इंस्पेक्टर राज में ढल गए हैं। अब जनता अंधेर गर्दी के पीछे की राज़ भी समझ गए हैं।
