उत्तर प्रदेश के अपर मुख्य सचिव, सूचना श्री नवनीत सहगल ने आज यहां बताया कि केन्द्र सरकार द्वारा पत्रकारों की मदद के लिए पत्रकार कल्याण योजना संचालित की जा रही है।
योजना की पात्रता के लिए पत्रकार का भारत का नागरिक होना आवश्यक है। साथ ही, उन्हें भारत सरकार अथवा किसी राज्य/केन्द्र शासित प्रदेश की सरकार द्वारा मान्यता प्राप्त होना चाहिए। किन्तु यदि मान्यता प्राप्त नहीं है तथा वे प्रिन्ट/इलेक्ट्राॅनिक अथवा वेब आधारित सेवाओं से पिछले कम से कम 05 वर्षों से जुड़े हैं तो भी वे इस योजना के दायरे में आयेंगे।
पत्रकार की मृृत्यु होने की दशा में इस योजना के अन्तर्गत उसके आश्रितों को 05 लाख रुपए की आर्थिक सहायता दिए जाने का प्राविधान है। स्थाई दिव्यांगता के मामले में पत्रकार को 05 लाख रुपये, कैंसर, रीनल फेल्योर, बाई पास/ओपेन हार्ट सर्जरी/एंजियोप्लास्टी, ब्रेन हैमरेज और लकवाग्रस्त होने जैसी गम्भीर बीमारी की दशा में 03 लाख रुपये तथा किसी गम्भीर दुर्घटना के कारण उपचार हेतु अस्पताल में भर्ती होने पर 02 लाख रुपये देने का प्राविधान है।
स्थाई दिव्यांगता अथवा कैंसर, रीनल फेल्योर, बाई पास/ओपेन हार्ट सर्जरी/एंजियोप्लास्टी, ब्रेन हैमरेज और लकवाग्रस्त होने जैसी गम्भीर बीमारी से ग्रसित होने पर या किसी गम्भीर दुर्घटना के कारण उपचार हेतु अस्पताल में भर्ती होने की दशा में गैर-मान्यता प्राप्त पत्रकार को 05 वर्ष का अनुभव होने पर 01 लाख रुपये और उसके बाद अगले प्रत्येक अतिरिक्त 05 वर्षों के लिए 01-01 लाख रुपये की मदद प्रदान किए जाने की व्यवस्था भी इस योजना में है। गम्भीर बीमारियों के इलाज के मामले में गैर-मान्यता प्राप्त पत्रकार को यह सुविधा 65 वर्ष की आयु तक ही अनुमन्य होगी।
अपर मुख्य सचिव ने बताया कि पत्रकारों की जो परिभाषा वर्किंग जर्नलिस्टस एण्ड अदर न्यूज पेपर इम्पलाई कंडीशंस आॅफ सर्विस एण्ड मिसलेनियस प्रोविजन्स एक्ट 1955 में श्रमजीवी पत्रकारों के लिए दी गयी है, वही इस सहायता के लिए मान्य होगी। सभी पत्रकार जो प्रिंट मीडिया/इलेक्ट्राॅनिक मीडिया या वेब आधारित सेवाओं से जुडे हैं, वे इस योजना के लिए पात्र माने जायेंगे। फ्री लांस पत्रकार भी इस योजना के दायरे में आएंगे, लेकिन जो प्रबंधक की हैसियत से कार्य कर रहे हैं, वह इसके दायरे में नहीं आएंगे। पत्रकारों के परिजन भी इस योजना के दायरे में आएंगे। परिजन का अर्थ पति अथवा पत्नी, आश्रित माता-पिता अथवा आश्रित संतानों से होगा।

अपर मुख्य सचिव ने बताया कि सहायता के इच्छुक पत्रकार पी0आई0बी0 की वेबसाइट चपइण्हवअण्पद से अथवा भारत स्थित पी0आई0बी0 के किसी भी कार्यालय से आवेदन प्राप्त कर सकते हैं। विधिवत भरे हुए आवेदन पत्र को पी0आई0बी0 के संबंधित कार्यालय में जमा कराना होगा, जहां पी0आई0बी0 अधिकारी द्वारा मामले की जांच पड़ताल के बाद इसे मुख्यालय नई दिल्ली रिपोर्ट के साथ भेजा जायेगा। समिति द्वारा राष्ट्रीय स्तर पर सहायता राशि की स्वीकृति दी जाती है। केन्द्रीय सूचना और प्रसारण मंत्री इस समिति के संरक्षक तथा सूचना और प्रसारण सचिव अध्यक्ष हैं। सहायता के इच्छुक पत्रकारों के लिए यह आवश्यक है कि इलाज के मामले में वे सभी रसीदों को मूल रूप में संबंधित अस्पतालों के प्रबंधन/मुख्य चिकित्सा अधिकारी से प्रमाणित कराकर ही प्रस्तुत करें। उन्होंने यह जानकारी भी दी कि प्रदेश में इस योजना के क्रियान्वयन हेतु आवश्यक समन्वय के लिए उपनिदेशक प्रेस, सूचना निदेशालय श्री त्रिलोकी राम (9453005348) को नोडल अधिकारी नामित करने के निर्देश दिये गये हैं।
